Cleaning a public building is a different discipline from commercial janitorial. The scope arrives as a specification rather than a proposal. Staffing levels, coverage hours, supervision ratios, and reporting are stated up front, and performance is measured against the document, sometimes by an inspector who does this professionally.
That suits us. We already run written scopes and scheduled inspections on our commercial accounts, so a specification-driven contract is not a change in how we operate. It is how we operate.
Why W-2 crews matter more here
In a secure or public facility, who is in the building is not a detail. It is the contract. Subcontracted and agency labor rotate constantly, which makes background screening, badging, and accountability somebody else's problem. Every person we send is our own employee, screened by us, badged to your protocol, and covered by our insurance on every visit.
Specialty floor care as the way in
You do not always have to win the whole contract to work with us. Terrazzo, polished concrete, and natural stone require equipment and training a general custodial crew does not carry, so we frequently serve as the specialty floor subcontractor to an incumbent prime, and as the prime where the floor package is the hard part.

Are your crews background-checked and badged for secure facilities?
Yes. Everyone in your building is a Rose W-2 employee, not agency or subcontracted labor, and we work to your facility's access, badging, and escort requirements on every visit.
Can you work as a subcontractor to a custodial prime?
Yes. Many institutional custodial contracts are held by large staffing-oriented firms that subcontract the technical floor work. We serve as the specialty floor-care subcontractor for terrazzo, polished concrete, and natural stone, which a general custodial crew is not equipped for.
Do you provide the documentation a public specification requires?
Yes. Staffing plans, mapped task frequencies, quality-control inspections, corrective-action tracking, and insurance certificates issued to your entity. Tell us the solicitation and the due date and we will tell you honestly whether we are the right fit before either of us spends time on it.
